Difficult mode of the instance in which you found this issue:
In PVP or PVE when a feral druid uses the RIP skill, it consumes combo points for the duration of the skill and the damage is decreased to 300 regardless of anything.

Steps for reproducing the issue:
The skill RIP should do normal damage and when its active shouldn't consume combo points.
