I have the same problem, i can't turn in the quest even though that i have killed all the required creatures.
I hope you will fix this soon, considering that it unlocks more quests in the chain and gives reputation.

Alliance can't even get to the place where the quest start.

Fixed on next reboot (you must abandon the quest and take again).
