Learntofly, it's correct, but problem with mastery exists and should be fixed.

What problem? There is no problem, u don't event know how it works. Did you ever wonder why different specs have different mastery values? They have multipliers as well.
On my BM Hunter i have 9453 mastery rating, which is +53,17%. BM Hunters have 2.25 mastery multiplier
(8+9453(mastery))/400(gear stat rating) = 23,65%(base mastery) multiplied by 2.25 = 53,2%
