but we have ~25% penalty on every auto attack
52*0.25 = ~ 13%
total chance
52-13 = ~39%
for example theory
my dk ~1.5 total weapon speed with haste and 4T16 (15 sec buff from 2pc)
15 sec / 1.5 sec (+0.1 second weap) = 10 * 2 = 20 melee attack
20 * 0.25 = ~5 miss
20-5 = ~ 15 attack with ~39% proc chance
~ in theory every 3-4 + unluck = every 6-8 attack call proc , but if u test
But on this server you will see temporary spaces for 20+ seconds without a single prog and very often with a short battle with bosses, not to mention long.
Rules:

Forgot to mention - why total chance =~39%
Because if you use two weapons with the same attack speed, then both weapons attack at the same interval and the difference between them is 0.1 second ... but if it's easier for you to understand otherwise, the chance of a strike for each blow of each weapon is correctly stated to be equal to ~39/2 = ~19.5%
