Steps for reproducing the issue:
Simply go to Legion Dalaran, in Enchanting shop and talk with NPC's specified in the description

Now the unique problem is the following:
http://www.wowhead.com/npc=93542 don't show the function of Trainer. Should be a trainer also, and thats not.
