Lava Burst should be able to do 3 multistrikes : 2 as all spells with multistrike chance and should have a chance equal to critical strike chance to trigger an additional multistrike.
"Lava Burst now has a chance equal to the character's Critical Strike chance to trigger an additional Multistrike. This is separate from the standard two chances for Lava Burst to Multistrike; one Lava Burst could trigger up to three Multistrikes (two standard Multistrikes, plus one more from Critical Strike chance)."

I did test with 45% critic + 30% multi ( on ptr with 700itlv gear) using all spells , after 250 lava burst , I get same multi % as others spells .
27% multistrike +41% critic give me 37.8% multis on Lava Burst:

On this pic , you can see I have +/- same rate (36,7%) on lightning bolt :

Just my critic rate should give me 40% multistrikes on Lava Burst + multistrikes from multi rate , so I guess this part is not working good.
