Might of the Frozen Wastes increases Obliterate damage by 140% and all melee attacks by 130% when wielding a two-handed weapon. Both of those affects should apply to Obliterate. The 130% bonus is not applying to any melee attack that I can tell.
1. Obliterate: currently does 350% weapon damage. It's base damage is 250% and is correctly multiplied by 140% to get 350% damage. The extra melee damage should bump that up to 455% weapon damage.
2. Frost Strike: currently does 173% damage (see Threat of Thassarian bug report). It's base damage is 115%, multiplied by 130% brings it to 149.5% damage (150% when rounded on tooltip).
3. Soul Reaper: Base damage is 130%, multiplied by 130% brings it to 169% weapon damage. It's currently still at 130%.

Additionally, Might of the Frozen Waste is showing up on the tooltips when dual-wielding. It is not increasing damage when dual-wielding as far as I can tell.
Note: Use the MoP numbers for Frost Strike. 88% damage is in WoD.
Uhm i didn't know that both multiplier should affects obliterate.. but i can confirm that in game at moment obliterate is affected by only one of it so it's bugged. +1
i can only confirm that the soul reaper base damage is 100% so > 100*1.3=130 ! the soul reaper is correctly scripted !
the bonus of the 130% damage of the melee attacks doesnt apply to "Obliterate" . if it was the case they would have directly written "455% weapon damage" ! in short its just my logic im not really sure !
I did some testing around, and found out that the 30% bonus actually applies to most physical attacks, including Obliterate and Frost Strike. However it is not increasing Soul Reaper.
I tested Obliterate on the armorless (or almost armorless, not sure) dummies in Northshire. No diseases were used.
If it wasn't affected by the 30% bonus it'd be something like this:
34,840 - 45,480 weapon damage *3.5 = 121,940 - 159,180
But my actual damage varied from ~150k to ~200k.
Now if you add the 30% bonus you get something like:
158,522 - 206,934; Which is nearly identical to my test results.
In conclusion, Obliterate damage is actually benefiting from the 30% bonus from Might of the Frozen Wastes.
I also tested Frost Strike, using the 149,5% modifier, here are the results:
34,840 - 45,480 weapon damage *1.495 *1.463 (46.30% mastery) = 76,201 - 99,473; Those are the expected numbers.
Now my actual test results yielded the following:
~74.5k to ~95k
According to my tests, Frost Strike also seems to be more or less working correctly.

The 30% bonus is there for most physical attacks, but is not showing on any tooltip. Seems to just be a mere visual bug, for the most part.
I double checked. Everything is fine but Soul Reaper. In regards to Cartoonz's comment, it should be 130% before modifiers as per the 5.4.0 patch log (http://www.wowhead.com/spell=114866/soul-reaper#changelog). 100% is from an old MoP patch. After modifiers, it should be 169%.
1.30*8962*.8 = about 9320 damage
1.69*8962*.8 = about 12117 damage
Soul Reaper actually does about 9167 give or take a few points.
The same goes for Plague Strike 100%*130%. There are a lot of other various spells that are buffed by this spell but they're not as significant. Anyway, here's further proof that MotFW affects the spells I'm naming: http://www.wowhead.com/spell=81333/might-of-the-frozen-wastes. Check the Aura: Modifies Damage/Healing Done section.
While Might of the Frozen Wastes affects most spells, it still doesn't affect a few of them, as stated above.
