Difficult mode of the instance in which you found this issue: I cannot comprehend exactly what is meant with this question, sorry (English as a second language problem). But if the question is as I think, how hard it is to reproduce the issue, the answer is very simple.
Complete description of your issue (do not forget to specify the issue, all conditions for making the issue to happen, and if the issue is related to a phase, specify the phase in which you found this issue): The boss "Vordraka, the Deep Sea Nightmare", encountered on the wandering island as part of the main questline for Pandarians seems to have horribly wrong stats as he is able to kill my level 30 character (mage) in 4-5 hits while he himself is only level 16. I on the other hand was unable to damage him to even 3/4 of his health in 3 attempts, each with different mage specialisations.
Steps for reproducing the issue: Fight the boss with a (Pandarian) (mage) character level 29-31

I have also the same problem with the Boss with my pandaren mage character Ohnivkaa.
Vordraka is still impossible to defeat with a Level 28 Warrior Pandaren

I'd say that the issue is little bit different. The NCPs around Vordraka should be battling this elite, but they are just standing still. So anytime I attack Vordraka runs directly to me and it's basically an instant kill.

Yes, seems like the issue is that the NPCs aren't battling. Same problem here.
