Just on the one you got the achievements with. You can't get the slots on an other char by any means.

I can confirm this bug. For some reason, Achievement is transferred to all characters, but you never get other pet slots unlocked, because you can't earn this achievement on new character again.

Bug is now fixed, it will be applied at the next update :)
