The NPC is located in Margoss' Retreat.
This NPC should offer you 4 options:
1st option is to see what he sells.
2nd option is to be instructed (learn fish)
3rd option is to be teleported back to Dalaran City.
4th option is to spend 1 Drowned Mana por 50 reputation.
5th option is to spend 10 Drowned Mana for 500 reputattion.
The problem is that this NPC (Conjurer Margoss) doesn't offer options, he only shows you whats he selling.
And you can't buy nothing because you don't have reputation.
