Also it can be seen on world map but can't take it.
Steps for reproducing the issue: this questline is gated behined Nazmir and Zuldazar parts of the storyline
You don't need to complete all 3 zone storylines to be able to take [A Bargain of Blood] part.
But [Zandalar Forever!] is the next quest after this questchain and you can take it only after you complete

response i got from GM: questline (and thus the achievement) is not yet scripted. Might be added after 8.2
Now: quest appears, but does not start =\
Update : You can start scenario but there is no giant T-Rex (Old K'zlotec) to mount on and continue.
