The Normal Spell [Intervene/Intervention] is not working but if you take the talent safeguard, it's working normally.

You have to understand that the fix should be applied to banners themselves not the safeguard or intervene. The banner should be classified as a party/raid member.
Actually they MUST classified as totems and the warrior should have the totem bar same as the shamans.
