1st: Use Wake of Ashes on a demon
2nd: Use Wake of Ashes on an undead

Indeed, after testing i can confirm that it doesn't work. Thank you for your report. p.s: although don't think that is going to work in PvP, as undead race is counted as ''Forsaken'' and therefore not affected.
The effects of slowing and stunning do not work at all even in PVE
