report : Touch of Death

Touch of Death should instantly kill the enemy if below player's health (or below 10% in pvp)
This spell should ignore all damage reductions and shields.

There are quite a few abilities that completely counters ToD, spells like block, bubble, bop, deter, cheat death etc.

Touch of Death should do as much as the monk's hp, also in PvP
