Steps for reproducing the issue: this totem must remove fear,charm and sleep effect from player but did not because player cant cast totem when he got fear,sleep and etc

honestly u cant use the totem while u r cced, that s working as intended
u have to cast the totem before hand and the totem is only woking at certain intervalls meaning there s a chance it wont get u instantly out of fear, charm or sleep
btw there is no realm called warlord of dranor, the only wod realm will be gul'dan

Khold you are right but what you talking about is for panda branch , not wod .
and the proof is simple i give 2 reason but if you think other you can check wowhead comments or online videos from youtube
1- first reason , this is a note from this spell at mop branch :

as u can see : This totem may be dropped even while the caster is afflicted with such effects.
and what about wod ? do you see something about it?
2- most checks related to this kind of works are done auto with Attributes ( castable while fear/stuned ... ) and in wod you cant see it
and for complete my answer :D , i can tell i play at blizz since TBC and mostly shaman :D , at 3.3.5 we had always a totem for fear , in 4.3.4 blizz nerfed it , and panda again , at wod again ( this issue ) , at legion completely removed it :(

i understand what you want to say but if this totem will not remove fear/charm etc ....so what is it good for !?
you cant use totem while you are afflicted by fear/charm etc so this totem is useless !? while this totem was one of important totem's of shaman at pvp :(
yes it is bad , but this is what is changed in wod .
some tricks maybe help you , forexample when you are near to priest ( healer ) at emergency situations cast this spell ( before fear ) , and when he try to fear u , he cant
this is the only way that totems works ( in wod )
and an answer for your question !
it removes fear effects but not like panda , you need to cast it before fear , what means ? that means you need to risk about it , maybe you success or maybe fail and lose, thats depend on you and your victim
