Complete description of your issue :, the NPC Tiffany Cartier won't talk to me in order to complete the quest "Meticulous precision" , already talked to GMs but however nice they are , they said that they are not allowed to complete the quest for me , even tho it's within their power to do so (and they said , they arent allowed to assist with tailoring quests, makes people wonder if the bug is there on purpose ?), if the bug is hard to fix , at least give the GMs permission to help with the quest

Fix this please, it's high priority.
I know that they want to make money selling the proffesions on the shop , but come on, this is just lame. Let gm's complete our quest is the simplest solution
