The 1st NPC linked down, have the OLD inventory VERSION http://www.wowhead.com/npc=28714 (Wtlk)
The vendor should give 2 interaction options: Quests, and Vendor, but its vendor inventory is totally wrong.

The second NPC linked down don't teach anything. Give only quests (Instead let both things) .

Steps for reproducing the issue:
Simply go to Legion Dalaran, in Enchanting shop and talk with NPC's specified in the description
Through the links in "Additional Informations" can see which should be the actual inventory/functions of NPC's.

http://www.wowhead.com/npc=28714 works bad. She give directly the enchant http://www.wowhead.com/item=128540 in the bag instead of TEACH it. ------ ok? TEACH IT! xD
At quest completed, is no more possible to have the recipe. LOST FOREVER.
Right now, nothing of this post is resolved.
