Since we can't equip the heart of azeroth or target the heart in the chamber we can't use https://www.wowhead.com/item=168611/petrified-ebony-scale on the heart to complete the quest , it's one of the last quest to unlock the full nazjatar campaign so the bug is annoying .
Étapes pour reproduire le problème : try to empower the heart with the scale , it says " wrong target "

This quest chain should work fine on BFA server Sethraliss.
Why can't you just transfer quest chain from there? Make Heart of Azeroth equippable, but unusable.
Or just place an NPC with a quest, so players can start Mechagon campaign.

To pass this you need to equip the heart of Azeroth, but it is not equipped.
The Heart of Azeroth essences should not work outside BFA zones, and this item should be equippable, but capped to ilvl 155:

"As of 10.1.5, leveling characters are left with a sealed Heart of Azeroth Heart of Azeroth after the quest Infusing the Heart Infusing the Heart. As players, we have no access to the Heart Forge or any essence powers to infuse the amulet with.
I've looked around and found an acceptable solution. Acquire the quest Send the Fleet Send the Fleet / Send the Fleet Send the Fleet from your commander on the ship. It will start a moderately long quest line, which is supposed to be introductory to the 8.2 catch-up zone Nazjatar. The quest line, after A Way Home A Way Home / A Way Home A Way Home, will later take you to a side hustle — Essential Empowerment Essential Empowerment offered by Magni. Magni is standing next to Oculeth / Jaina.
Continuing down the quest line will soon bring you to Harnessing the Power Harnessing the Power. This quest will:
* Instantly ding your Heart of Azeroth Heart of Azeroth to level 50.
* Award you the Concentrated Flame from Petrified Ebony Scale Petrified Ebony Scale.
* Enable the Heart Forge, allowing you to customize major and minor powers on your amulet.
* Enable the Titan Translocator for the access to the Chamber of Heart.
This way, we are able to continue with questing and Azerite power grinding in BFA."
If you cannot fix the heart, at lest pun an npc to start Mechagon campaign!
P.S. You have fully fixed quest chains on other servers, but nothing are fixed, nothing! This is outrageous!

SL covenant talents have been successfully blocked and do not work outside SL zones. The same needs to be done with Heart of Azeroth essences + add cap to ilvl. After that, you can take all the ready-made quest scripts from the BFA server and transfer them to DF.
The fact that this has not yet been implemented shows that this was done on purpose. Are you afraid that the server will be closed if it works too well? Considering that only about 20% of the entire game content works, this is not worth worrying about.
If the old content worked like on your other servers, the online would be ten times higher.
