Please check. Works in BGs, duels, PvE.
Steps for reproducing the issue: Going in arena with Mark of the Master Assassin legendary item won't give you the buff for critical.
I'm having the same issue.
update: It's not working in BGs either. So it looks like it's just disabled completely from PvP. Can a staff memer confirm?

I had to make another legendary due to this issue to play arenas. Would be nice if this gets fixed before the season starts.
