This should give 5% spell haste and 10% melee haste. It gives 10% to both. The haste is not a visual bug, either.

Fix. my spell haste goes from 23,95% to 28,95% which is indeed 5% spell haste.
My melee haste goes from 18,95% to 28,95% which is 10% melee haste.
