Complete description of your issue (do not forget to specify the issue, all conditions for making the issue to happen, and if the issue is related to a phase, specify the phase in which you found this issue): The skins for the guardian druid or feral druid are not working. You can apply the skin on your weapons but when you use cat/bear form it doesnt apply to the skin you chose. You just get the base druid skin.
Steps for reproducing the issue: Watch the screenshot, if you couldn't understand what i mean.
It is not the case in BfA , the Form appearances are no longer here. to have them you have to equip the artefact weapon it self not transmog the weapon to it.

I played on retail by myself. If u go to the transmog npc and choose ur current bfa weapong (not the artifact weapon) and in this tool from the npc u can choose legion-artifact. Now there are all listed forms u can transmog to ur current bfa weapon, means that you are choosing per example the magetowerskin and transmog it into ur bfa weapon so u can still have the skin without using the artifact weapon. The bug is that it doesnt apply the transmog. It doesnt take the gold it happens just nothing. I think its not a hard bug to fix :)

looking forward fo a slution to this :D the fact that mogging the weapon into our artifact is viable but not applicable its kinda tilting. hope they found a solution for this asap
Personally, I can't even apply the transmog to the weapon. It works fine for resto and balance spec, but not for guardian and feral.
