Difficult mode of the instance in which you found this issue: normal/heroic/mythic (questing as well - just in general bug)
Complete description of your issue (do not forget to specify the issue, all conditions for making the issue to happen, and if the issue is related to a phase, specify the phase in which you found this issue): You keep on attacking with either Arcane Shot or Multi Shot. Your Hunter's Mark buff procs meaning that your next Arcane shot or Multi shot will apply Hunter's Mark on to the target but it does not apply it. In fact your buff disappears and Hunter's Mark won't ever appear.
Steps for reproducing the issue: Just keep on attacking with your hunter, get Hunter's Mark buff and then cast Arcane Shot or Multi Shot - most of the times it will disappear. Seems to be happening more often when there's more than 1 Marksmanship Hunter in the group as well.
======================================= IMPORTANT SIDE NOTE =========================================
1. I would like to point out that Hunter's Mark buff proc is bugged as well as it is too low. Every single hunter on the server will tell you that. In fact there have been a report about it with provided math behind it (by Learntofly). Link to the report: https://firestorm-servers.com/en/report/see_report/63302
2. This bug often lowers your DPS by HUGE ammount as it provides you with Vulnerable debuff on your target which is CRUCIAL for Marksmanship Hunter's DPS. This is like basis of his whole damage in this expansion so having that bugged makes all the hunters across Sylvanas Realm underperform. Not to mention there's several critical bugs to the hunters. This class have been suffering from a lot of these bugs for months and it seems like either Developers have no clue how to fix it or shaman's Ghost Wolf appearance is more important than critical bugs to other classes. This is not weeks but months of constant reports from all the hunters around this realm.

This, and also sometimes, hunter's mark won't proc at all until you reset the target. I had this bug happen for quite sometime now.
About the apply of hunter mark this is a known bug and its already in progress. about the proc rate of hunter mark we are aware of it thanks for the report !
