I have no issues with with Vulnerable target windows, there always seem to be enough marks to hit Aimed shots on Vulnerable. The real issue is that sometimes when Marking Targets is used on Arcane Shot, the Marked shot doesn't work on the produced Mark, so you have to wait for another Marking target and then use it on a Multi Shot to get the Mark that actually works.
No, there is not enough.This bug is very important because instead of having 7 procs per minute i have 4 and i lose dps in aoe, also i have gaps in solo target rotation when i don't have vulnerable on target because of low proc rate.

Would like to add that 6.5 * (1 + TotalHaste) is minimal proc rate, we will still get more procs if we're lucky, and we should always have more procs than in formula because there is still a proc chance

Combat length 7:35, hunter had 75 procs with 21,12% haste
6.5 * 1,21 = 7,865PPM
7,865 * 7,6(combat length) = 59,7 - minimum procs per 7:35 minutes, but hunter had 73 because as i said there is still a proc chance so we will always have more procs than in formula.
This might be connected to the auto-attack bug. If your AAs stop, it will clearly reduce the mark proc rate. As I described before, the /startattck macros only really work with https://www.wowhead.com/spell=2643/multi-shot and https://www.wowhead.com/spell=185358/arcane-shot and not with any other abilities.
as said above the bug that causes the auto attack to stop seems to be messing with the proc rate, sometimes you do not get a single proc in 20 seconds or so, even if you start to auto attack again right after it stops
Its because of RANDOM proc rate, not because of AA. I have 21% haste and i've tested it on dummy, sometimes I have 4 PPM, sometimes I have 6-7. But I should always have more than 8.
As i said above the proc rate should be random but with minimum proc rate of [6.5 * (1 + TotalHaste)]

Yes , its really seems like the hunter mark proc rate is pretty lower than it should. I will take a look into it.

Hunters damage is shit atm. Pls fix a hunters a little bit. Just a little is enough. Not only wars dks and pals should get fixes
