It happened yesterday after the crash.
Steps for reproducing the issue: Go to Veridis Fallon npc at court. Click the NPC and click the vendor options.
Keep in mind that I am exalted with the NPC's faction.

Character: Dreathloc, level 110 deadknight, exalted with Court of Farondis
You can still get the emissary rewards from him, but as a faction vendor he doesn't open his vendor window
