The PnJ http://www.wowhead.com/npc=1658/captain-dargol don't loot his skull (http://www.wowhead.com/item=3082/dargols-skull) so I can't begin the quest http://www.wowhead.com/quest=25030/the-haunted-mills
Suggestion : Check his drop list to find the 3082 id item and increase the drop rate (95% ?) or add the item in his drop list
