Hunters can use pets such as Devilsaurs with the healing debuff: http://www.wowhead.com/spell=54680/monstrous-bite
with Viper Sting: http://www.wowhead.com/spell=202793/viper-sting
resulting in 55% Healing Reduction.
Steps for reproducing the issue: Having a pet such as Scorpion or Devilsaur provide a stacking healing reduction with the Honor Talent Viper Sting.

They do stack indeed. But it's not 55% reduction. The things are calculated in another way and are not that simple.
Viper Sting reduces the healing the target does by 30%. So this means that once the heal is cast, 70% of that heal is actually going to occur.
Once that heal reaches its target, whether its the healer themselves or someone else, the 25% is then taken out of the remaining 70%. 25% of 70% is 17.5%. So only 52.5% of the original heal would actually occur. Meaning that the combo would reduce healing effectiveness by 47.5%, not 55%. Still a fairly large healing reduction, though.
So yes they stack and they should stack together since the first one affects healing done and the other affects healing received.
