Discipline Priest spell Penance

as a sole spell, without a modification of talents, it should be ONLY a damaging spell
- the issue is that u can use Penance as damaging AND healing spell without the need of taking the talent to let you heal with it
- the talent that you need to take to be able to actually heal friendly targets with Penance is lvl 15 talent
