Frost shock in crossrealm et live has a Disminishing Return for the slow affect.
Slow are not affected by the system of DR .
Atm the slow doe's =>8sec=>4sec=>2sec=> Immune
It must be 8sec each time.
How to reproduce the bug :
1 Pick a sham , spam frost shock in duel
2 You will see the duration like this 8sec 4sec 2 sec immune slow
I think the bug come from the shaman talents Frozen Power. Even if we don't have it it take in consideration that the slow without the talent is the root from the talent which explain why the slow of frost shock is having a DR.
Diminishing Returns Categories are : Disorient, Incapacitate, Root, Silence, Stun and Knockback. Slows shouldn't be affected by DR. Then, I tried it in PvP and slow of Frost Shock is disminishing, it shouldn't. Confirmed

Change the priority of the ticket from Normal to HigH.
This bug is very very important in PvP.
Root effect should still be on DR tho.
Also the main reason why the talent Frozen power isn't working is because
Since the slow from frost shock is considered like a root effect too , the legit root from the slow occur in second place thats why it has alrdy a dr on it (2.5sec)
Slow8sec frost shock (+ [bug] slow/root) , root 2.5sec , second frost shock bugged again 4sec slow dr + immune root since the second frost shock bugging is considered like a root , the talent Frozen shock won't work since the server think that 3 root has been applied on the target
