Stop the evacuation quest is bugged after I do everything and both 2 are complete I can’t give back the quest I’m stuck. I play with 2 friends we all have the same problem. We tried everything!
Same problem. Quest objectives are 'completed' but the quest doesn't progress and the state to 'turn in' isn't triggered.
The quest is important for the zone progression and completion, part of the achievements too.

The problem is still relevant. The boat should explode, but it just disappears. 2/2 goals are complited, but u are not able to finish the quest and npc won't speak to you.

The quest that is bugged is [Stop the Evacuation] in zuldazar, it is a horde quest. It wont go onto the turn in part. Just stalls at the screenshots linked.

This time found non-working quest at BfA expansion:
Zuldazar - Talanjis rebuke - quest name "Stop the Evacuation" - as you kill the mob and click on a bomb in boat you just get both requirements checked, in quest log and
nothing else happens ... no finish Q
