Complete description of your issue (do not forget to specify the issue, all conditions for making the issue to happen, and if the issue is related to a phase, specify the phase in which you found this issue): After activating the Venthyr Sanctum Anima Conductor (Tier 1), the quest "Sanctum Upgrade: Anima Conductor" is not offered from Foreman Flatfinger.
Steps for reproducing the issue: Speak to Foreman Flatfinger and activate Tier 1 Anima Conductor. Wait for the construction to complete. The quest "Sanctum Upgrade: Anima Conductor" is supposed to be offered upon construction completion, but is not.

I think sanctum upgrade are not script yet, i'm kyrian and have upgrade my sanctum things (tier 3, tier 3, tier 3 and tier 2) and i never had any quest, even the portal to oribos is not script for kyrian (i heard it is for necrolord)
