Damage and healing effects from IQD should ALWAYS be critical. You can check every single WLOG in the world.
P.S probably damage / healing effect should be looked into after the fix.

To continue my post from above since i forgot that character "less than" breaks the rest of the post, The mob was "less than" 20 percent hp and i still got stats. The healing is also really low, but thats probably because of the "not critting" part.

The trinket "Inscrutable Quantum Device" which has the Use effect: ???, is technically not random. However, on Firestorm, it only seems to have 1 effect, removing root or stuns. This was prevalent through multiple m+ runs as well as open world content, when it should have been a stat proc. I tried testing it with execute and heal as well, however, it only showed the removal of CC in auras.
Steps for reproducing the issue:
Proc IQD , watch yourself not get stats.

Using the trinket while being in demon form as demon hunter by either using eye beam with the demonic talent or by using metamorphosis triggers the cc break effect instead of giving stats. The item works correctly if not in demon form.

The trinket item "Inscrutable Quantum Device" reacts wrongly when you alter your form via toys such as Muradin's favor (https://www.wowhead.com/item=52201/muradins-favor) or shapeshifting abilities like Metamorphosis (https://www.wowhead.com/spell=191427/metamorphosis). In both situations, the trinket acts like if you are under crowd control, thus triggering the aura that breaks cc (https://www.wowhead.com/spell=330363/inscrutable-quantum-device) instead of giving stats, dealing execute damage or healing, which are the other on-use effects of the trinket.

Complete description of your issue (do not forget to specify the issue, all conditions for making the issue to happen, and if the issue is related to a phase, specify the phase in which you found this issue): The Inscrutable Quantum Device gives me 646 secondary stat at 265 ilvl but in retail it gives 622 secondary stat at 220 ilvl (https://www.wowhead.com/item=179350/inscrutable-quantum-device?bonus=6710#comments) you can see comment about it and in the video in the wowhead article the trinket gives 720 secondary stat at 226 ilvl and you can also see in the comments of the article that people say 272 gives 886 secondary stat
