Complete description of your issue (do not forget to specify the issue, all conditions for making the issue to happen, and if the issue is related to a phase, specify the phase in which you found this issue): Lava surge should reset the cooldown of lava burst and make it an instant spell but in 20-30% of all cases when i should have an instant lava burst (visual the passive procced and ive got the buff) my lava burst is still on cooldown and i have to wait till the CD runs out and i can cast my instant spell.

From my tests, it's sort of working.
If Lava Surge proc when Lava Burst CD is at:
1. 6+ seconds, no instant cast. Have to wait for CD
2. 4-6 secs, instant cast after 1-2 sec delay
3. 2-3 sec, the CD visually goes to 6 sec but u still get to instant cast after 1-2 sec delay.
Sometimes Lava Burst gets funny where, when CD is at 2 sec - it suddenly resets to about 7 or 6 sec and u gotta wait the entire full 6-7 seconds again. I'm not sure if its cause by the proc or not, but there was no instant cast.
Training dummies arent working properly so cant test extensively.
