yes in every realm and in both fury+ arms i swear that's annoying af we should have + 15% of health healed but we only have +15% generaly let me explain :
If i have 500k Max Hp, and i'm down to 150K hp, if i use rallying cry, i should have 500K + 75K (15% of 500k is 75K) Max hp , and 150K + 75K hp , but this doesn't work properly, i have the good Max HP but i have +15% of my current HP and not +15% of Max Hp! so i get healed for 22.5K instead of 75K in this situation that's fked up. sry for bad english i'm french and this doesn't work in cross realm aswell

It should give 15% of full hp, not currently hp. It works fine out of combat and outdoor, when you are with low health/arena/BG/in combat you dont get anything and your group neither.
So, the Problem only appears in Crossrealm? Mhm...
A video would be usefull, I really cant reproduce the Problem.
Sketter, What it isn't clear to you? I have 10.000/400.000k hp, i use ralling cry = 10.000 + 15% = 10.000 +1.500(15% from 10.000 are 1.500)=11.500 It isn't correct. As has to be -
