Didn't work on 2/3 and think could don't work for the next points selected.
It works as for 1 point, but healings don't gown up once selected 2 or more points. Still heal as for 1 point healing
It works for the first time once selected the talent up to 2 points. If relog don't even work, and have to let it work by re-switching spec.... but still bugged on cures.
The healing calculation is wrong.
I have 1.222.440 hp (1222K)
Cauterizing Bling (as you can see in game) should heal 5% in 6s at 1/3 = 73.346 in 6s = 12.224 per sec
About this spell, actually is not possible to see the changelog for actual patch 7.0.3 Build 22552 through wowhead.
The changelog for this patch don't exists. I can't confirm the correct amount of healing in "%".

actually it heals me 4.889 hp. Considering my hp 1.222.440, we can deduce that the spell actually heals 0.4% of its HP.

How should be - 1.222.440/100 = 12.224,40*5 = 61.122 (5%) in 6s ----- (Im sorry for the calculation posted below 73.346, wrote bad xD)
Live now (bugged) - 1.222.440/100 = 12.224,40/10 = 1.222,44*4 = 4.889,76 (0.4%) in 6s
I tested it out , and it seems it does not work for me. Have 4/3 of that trait (4th one from relic), it did not heal me.
It works only with blink right now, not with Shimmer (which it should).
No Poonxo, it works only if switch the spec.
At every relog it don't work, even in arena or bg.
And also (as i said) the healing calculation is wrong.
This spell still not working. I have 4/4. It should be repaired, because i thing that, this spell is necessary in pvp areas.Without this spell, a mage is very weak.
Tested it out, it works now. Just be sure to not have Shimmer with it, otherwise it won't work

It don't work guys, test it fast after relog. It works only if switch spec, then back to originary spec, and finally can work.
Example: Login on my PG Mage Fire, using Blink, http://www.wowhead.com/spell=194318/cauterizing-blink#changelog don't heal me. Change spec, re-change spec to fire, then http://www.wowhead.com/spell=194318/cauterizing-blink#changelog heal you when use blink.
So is broken, don't work property even the HEALINGS.

Healing is quite low as Itashio said.
Atm have the trait on lvl 4 , got 1+ from relic, atm ahve 1391k Hp, from what i calculated, with the 20% heal, i should get back arround 278.2k HP, but at end of healing, got around 27k healing out of it
i've the trait level 4 too by the way !

It works on blink for me but very low heals like 20k i got 2mil hp :/
dosnt work when u take Shimmer,on retail it should heal u on shimmer too if u search on wowhead
Yeah, it works, but now still heal the 0.4% and stop instead of 5% per point.
Just fix the heals and its grown per point and will be perfect.
now it work.
